I used to use the Windows XP Powertoy Image Resizer all the time. It was just a quick right click short cut to create much smaller image files which I would then back up to a dropbox/Google Drive/Skydrive account. The quality of the smaller files was pretty good, not perfect if you were printing but more than good enough for digital files. Personally, I back up my original photos to hard drive and the smaller copies online in a few places and to hard drive.
Anyway, this disappeared in Windows 7 so I had to find an alternative method. I used Irfan View which is a great program but a bit unwieldy for things like this. I recently found this which replicates the XP Powertoy functionality and does it simply and fast.

"Prime Minister, Benjamin Netanyahu, who also holds the health portfolio, warned that illegal immigrants from Africa “threaten our existence as a Jewish and democratic state”."
I'd question their "illegality", though it's OK to let in total dickheads from N Ireland just as long as they have an A4 sized piece of paper, a little black hat and an attitude that'd make Goebbels a happy bunny?

Google also has a reverse image search as part of it's engine. Go to Image Search and click on the camera inside the right edge of the search box, then enter the image URL.
Tin Eye was around before Google Reverse Image Search but I've found the Google on to be more reliable. I guess they have a larger index of images.
