isn't this something like what happened on september 11th when the twin towers were hit ... all the defensive networks were shut down while they ran exercises?

you'd think they'd try to keep it a bit quiet - i mean if the entire airforce is standing down for the day, probably not the best idea to let the terrorists know ...

It's very strange that they'd publicise this at at all - what's the point in that? It's like shouting as you go off on holiday 'Oh no, we left the doors and windows open, I do hope nobody breaks in!'.

yep.. v. strange .. especially the grounding of planes which can't carry nuclear missiles (since the original story is "were are our nukes"). And why announce it ahead ? Like the police telling a crook they they expect to raid their hideout.
