Don't know much about apostrophe

I could understand if they saved the city money in making the signs, less characters, and such, but confusing? How can they be confusing? The average non moron person knows that things named "The King's ..." or the "The Queen's.." don't actually belong to the monarchy anymore. I don't understand the "needing an A level to find a restaurant" argument either. Really...an apostrophe throws you off that much?

I don't see how it would Spurs. After all, I would think you learn about this form of punctuation in grammar school and not during your A levels.
