did he genuinely believe that, only we now know from the Downing St memo that "intelligence and facts were being worked around the policy", which was an "inevitable" invasion of Iraq. Given that Saddam offered to flee, it wasn't even about regime change, Greenspan was right, although he wasn't saying that they believed it was about oil, he's just saying it IS about oil, and very little to do with anything else.
