I read this article (or,rather, this variation on the BBC News website).

This makes no sense unless he means "We'll keep the oil flowing."

Sticking aircraft carriers 150 miles (240 km) off the coast of Iran is as blatant a threat as can be made.

Threat is right major tom but you'd never get old Auntie using that word for the U.S.

"Warnings" and "clear messages" are reserved for the 'good' western guys while 'threats' are reserved for those axis of evil types.
