Looks like the "Kop" for a tiddlywinks contest.

Now that is something weird to see for sure! Wonder who the foreman was on that job!

I will take a guess there was a door planned for that wall but in the end it wasnt needed but they forgot to remove the steps from the plans , Thai workmen do as they are told and would never question the wisdom of a professional like an architect , thus an interesting architectural feature

Maybe it's a place to be above people for speaking - a soapbox possibly.
